For many restoration projects across New Zealand, eco-sourcing is not simply a planting preference. It is often a requirement established during ecological planning, embedded within restoration strategies, or specified through consent conditions and project documentation long before plants are ordered.

As expectations around biodiversity and ecological restoration continue to evolve, project teams are increasingly being asked to consider not only what species are planted, but where those plants originate from. Councils, ecologists, iwi, researchers and environmental regulators are placing greater emphasis on ensuring restoration projects reflect local ecosystems and maintain the genetic characteristics of indigenous plant populations.

Understanding eco-sourcing requirements early can have a significant influence on project planning, plant availability and successful project delivery.

What Is Eco-Sourcing?

Eco-sourcing refers to the collection of seed from naturally occurring plant populations within the same ecological region, catchment or provenance area as the restoration project itself.

The principle is based on the understanding that plant populations adapt over time to the environmental conditions in which they grow. While a species may occur throughout New Zealand, populations in different regions often develop characteristics that reflect local rainfall patterns, temperature ranges, soils, altitude and other environmental factors.

By collecting seed from local populations and growing plants from that material, restoration projects seek to maintain those local genetic characteristics and better reflect the ecology of the landscape being restored.

The concept is not new. In New Zealand, eco-sourcing has been part of restoration thinking for more than fifty years. Botanist Eric Godley was among the early advocates for using locally sourced indigenous plant material, expressing concern about the widespread practice of planting species and varieties outside of their natural range. Since then, eco-sourcing has become a widely accepted principle within ecological restoration and is now incorporated into many restoration programmes throughout the country.

Where Eco-Sourcing Requirements Come From

One of the most common misconceptions is that eco-sourcing decisions are made by nurseries or growers. In reality, eco-sourcing requirements are often established much earlier in the project lifecycle.

For many projects, requirements originate through ecological assessments, restoration plans, resource consent conditions or environmental management frameworks. Councils may require eco-sourced planting as part of biodiversity enhancement programmes, while ecologists often specify provenance requirements to support ecological integrity. In other cases, iwi environmental aspirations, Department of Conservation recommendations or biodiversity offset requirements may influence the sourcing requirements for a project.

As a result, by the time a planting programme reaches procurement or production planning, the provenance requirements may already be fixed.

For project managers, contractors and consultants, understanding these requirements early is critical because they can directly influence what plant material can be produced and when it will be available.

Why Early Planning Matters

Eco-sourcing requirements can have a significant impact on project timelines.

Unlike general plant production, eco-sourced projects rely on seed being collected from specific locations. Seed collection opportunities are often seasonal and may only occur during relatively short windows each year. Once collected, seed must be processed, propagated, grown and hardened off before plants are ready for establishment.

For large-scale restoration projects, this process can take many months and in some cases multiple growing seasons.

This means that eco-sourcing requirements are often linked directly to project planning decisions. A restoration programme scheduled for planting in eighteen months may require seed collection to begin much earlier. Waiting until project delivery is imminent can limit available options, particularly where plant numbers are large or provenance requirements are highly specific.

The most successful restoration projects are often those where plant production planning begins alongside ecological planning rather than after it.

Eco-Sourcing at Scale

As restoration projects increase in size, eco-sourcing becomes increasingly complex.

Small community projects may only require a few hundred plants. Larger restoration programmes, infrastructure projects and biodiversity initiatives can require tens of thousands or even hundreds of thousands of plants over multiple seasons.

Meeting eco-sourcing requirements at this scale involves far more than simply growing plants. Seed availability, collection timing, production capacity and project staging all need to be considered together.

Large projects often require close coordination between ecologists, project managers, seed collectors and growers to ensure ecological objectives can be achieved within realistic production timeframes.

This is particularly important where projects involve uncommon species, specific provenance requirements or ambitious planting targets.

Traceability and Accountability

As eco-sourcing has become more widely adopted, expectations around traceability have also increased.

Project stakeholders increasingly want confidence that eco-sourcing requirements have been followed throughout the production process. This may involve documenting where seed was collected, maintaining provenance records and ensuring plant material can be traced back to its source.

Good traceability provides assurance that restoration objectives are being met and helps support transparency throughout the life of a project.

For councils, ecologists and project owners, this information can provide confidence that plant material aligns with the ecological intent of the restoration programme rather than simply meeting a species list.

Looking Beyond Plant Production

While eco-sourcing is often discussed in relation to seed collection and plant production, its real significance lies within the broader restoration process.

Effective eco-sourcing begins during project planning, influences production decisions and ultimately contributes to the long-term objectives of the restoration programme itself.

As restoration projects become larger and more sophisticated, eco-sourcing is increasingly viewed as an integral part of project design rather than a procurement requirement at the end of the process. When ecological objectives, plant production and project timelines are considered together from the outset, there is greater certainty for everyone involved.

Understanding eco-sourcing requirements early helps project teams make informed decisions, reduce delivery risk and ensure restoration outcomes remain aligned with the expectations of councils, ecologists, iwi and environmental stakeholders.
